Displays the Toolbar Manager.
The toolbar manager displays a list of all available toolbars. The currently displayed toolbars have a check mark. A toolbar can be displayed and hidden by clicking its entry in the list box. If all properties of a toolbar are not supported by the currently active device, its entry is disabled in the toolbar list.
